In a section titled “fruitless payments” the accounts report explains:
“Homes England entered into an agreement to acquire software licences for use on an investment project which was being taken forward under the Agency’s Evolve Transformation Change Programme. During 2024-25 the project was in the initial stages of development. Delays in the progression of the project has resulted in a payment which could not be avoided, even though the Agency was not able to make use of the licences in 2024-25.”

One in four young Britons are considering leaving the country. A new Adam Smith Insights poll of more than 1,300 people aged 18-30 shows 28% have thought about or are planning to emigrate.
