JP Marks, permanent secretary of HMRC, told the Treasury Select Committee that HMRC has hired 300 staff just for the ‘council tax surcharge.’ Asked how many appeals there would likely be to valuations, he said:
“I will need to check exactly what the planning assumption is. We have assumed an additional headcount of around 300 for the administration of HVCTS for the Valuation Office, which is just less than 10%. That would cover everything from customer sales to the check, challenge and appeal process. If we do a good job on transparency, engagement, the banding and support, we will have very low volumes of appeals.”
Briefings from the Treasury have suggested that Healey may lower the threshold for the new tax from £2 million to £1.5 million, making valuations more difficult and prone to appeal. The Nice Flat Tax…
