I think GB is talking about a single transferrable vote, where you indicate a preference (1,2,3 etc) on the ballot paper, where 1 is your most preferred candidate etc.
All the ’1′ votes are counted up, and if no-one has 50% of the vote the candidate coming last is eliminated and distributed to the other candidates using the ’2′ votes. This continues until someone has more than half the total votes cast.
This system would in theory make it much more difficult for a minority party such as the bee en pee to get elected.
In a currently safe Labour seat, for example, all the Tory voters’ second preferences could go to the LDs and win them the seat. Seats are much less ‘safe’ under the STV system.

Labour in Angus by-election blunder
THE LABOUR Party in Angus has been accused of falling into disarray after it began delivering campaign literature for a council by-election it is not even contesting.
Labour’s preferred candidate for the Monifieth and Sidlaw by-election was unable to stand because he lived just outside the Angus boundary and a suitable replacement could not be found before nominations closed on June 3.
There will be only three names on the by-election ballot paper for the council seat left vacant by the death of long-serving SNP councillor Frank Ellis.
The candidates are Craig Fotheringham of the Conservatives, Liberal Democrat Charles Goodall and Jean Lee of the SNP.
However, residents of the area have been receiving leaflets from the Carnoustie and Monifieth Labour Party urging them to vote for the “Labour candidate” on June 25 even though no such person exists.
Rival parties have now accused the local Labour organisation of falling apart.
An SNP spokesperson said, “Clearly, it isn’t just at national level that Labour are in disarray.
“It beggars belief that they should be sticking a leaflet through doors calling on people to vote Labour when they don’t even have a candidate standing.”
According to the local Labour Party, a candidate had been found but when it emerged he did not fulfil the residential criteria it was too late to find a replacement for the contest.
Carnoustie Labour councillor and Angus depute provost Peter Murphy apologised for any confusion caused by the Labour mail drop.
“We had someone that was identified as being a candidate but he didn’t fulfil the residential qualifications,” said Mr Murphy.
“He had moved from Monifieth to Ballumbie, just inside the Dundee boundary.
“We do apologise for that.”
Mr Murphy added that the campaign literature had been produced and arrangements made for its delivery before it became apparent that Labour would be unable to field a candidate.
“It’s very frustrating for us,” he said.
Mr Ellis died in April after a long battle with cancer.
He was first elected to Tayside Regional Council in 1994 and was returned to the Sidlaw ward of Angus Council following boundary changes in 1996.
Perhaps they’re trialing a variation of Labour postal voting scams.

The source is “section 106″ planning agreements. This means the cost of the new houses are paid for by the other “unsocial” housing. The result is that the price of new houses increase and we therefore need more social housing.
“Section 106″ agreements are bribes to build rubbish. Why should the determination of one superstore be determined by the value of the “bribe”. How can a councillor go against a bad development when they would just be labelled as the cause of the financial loss.
The real result is the MP property assets increase.

In response to all the comments that like to remind us all that we dont elect a PM it is the party etc, firstly we elect individuals, that may or may not belong to a party, and as we havent got a constitution, it is only with the peoples consent that elected members of a particular party choose who they wish to lead them. so for eg if all the elected were independants it would be the person with the most votes or nominated i would assume? that becomes PM, Peoples Consent must take priority.

Wellll, I caught it few minutes ago on the interweb and I thought Dave absolutely wiped the floor with him.
But what do I know.
It’s clear that Brown’s war cry from now on to the election is “Expect Tory Cuts”.
The IFS and Fraser Nelson have already exposed the hidden 7% cut across the board cuts contained in Darling’s Budget.
We also know that the 10% cut mooted on radio this morning by the Tory spokesman amounted to the same gross total in cuts by New Labour as Darling tried to hide, and was simply the re-distributed increased effect on everything else because the Tories are going to exclude Health spending from cuts as opposed to Darling whose budget made it clear that New Labour are cutting health spending as well.
So why the hell did Cameron not point all of this out in his riposte to Brown?????????????????????
If Cameron continues to mess up on fundamental things like this then Brown will get away time and time again with his lies and deceptions at PMQ’s.
P.S. Cameron should go on the offensive pointing out all of the above including the fact that Darling intends to cut Health spending.
Just watch how that goes down with voters.

The simple truth is that PMQs is an affront to democracy and an insult to everyones’ intelligence. This 30 minutes of farce is what is to pass for serious debate and cut to the chase discussion so that a Nation can see Parliament works!!!
Labour have contempt for anything resembling being held to acoount, that is why they have deployed; the guillotine, the three line wipe and Government domination of select committees like no previous adminstration ever has.
They have passed circa 3500 statutes under these draconian measures and most of them have proved to be bad law. When the Lords tries valiantly to correct the worst excesses they are denounced by Labour as an enelected body defying the “will of the people”. Doesn’t stop Labour stuffing more of their “dead blue parrots” into it though, Kinnock and Sugar the latest.
