Theresa May Urged to Launch New Handycock Probe

Self-confessed teen fondler Mike Hancock might have lost his seat but he is not out of the woods yet. The Tory, Labour, UKIP and even LibDem group leaders in Portsmouth have all written to Theresa May demanding that the police take action:

Dear Mrs May,

We, the undersigned councillors of Portsmouth City Council, feel compelled to write to you about the failure of Hampshire Constabulary to investigate and take appropriate action regarding allegations of serious misconduct surrounding former councillor and MP Mike Hancock…

As you may know from national press reports, the careworker for a vulnerable adult (known as ‘Annie’) with mental health issues reported to Hampshire Constabulary in 2010 that Cllr Hancock had sexually assaulted or harassed Annie, in proper compliance with the Safeguarding Adults Policy. We have been informed that two male police officers then visited ‘Annie’ and counselled her not to pursue her complaint, because Cllr Hancock was a powerful person…

In the light of recent similar cases, where Hampshire Constabulary have admitted failures in procedure and in fact paid substantial damages, we view this situation to be of professional concern and unacceptable. We would therefore urge you to order an independent inquiry as to why Hampshire police have taken no action in this case, and, if necessary, make direction that the case should be looked at again by a police force other than Hampshire Constabulary.

We believe that this is the only way in which public confidence in Hampshire Constabulary might be restored in this case. This letter is a summary; all points raised in this letter can be evidenced.

We would appreciate a full, written reply to this letter which is of great importance to victims of alleged sexual abuse.

Hancock Making Most of Last Week in Parliament

Self-confessed teen fondler Mike Hancock will only be an MP for a few more days, so odd then that the dodgy old Russophile has been putting down some extremely specific questions about the UK’s defence capabilities:

  • Mike Hancock: To ask the Secretary of State for Defence, how many Royal Navy pilots are in training to enable them to land a fast jet on the Queen Elizabeth-class aircraft carriers.
  • Mike Hancock: To ask the Secretary of State for Defence, how much has been spent on maintenance of HMS Vanguard in each of the last three years.
  • Mike Hancock: To ask the Secretary of State for Defence, how much has been spent on general maintenance of Trident missiles in each of the last three years.
  • Mike Hancock: To ask the Secretary of State for Defence, on how many days Trident submarines have not been at sea in each of the last three years.

UKIP Banks on Mystery Donation Figure……and Don't Mention His Mrs and Mike Hancock

There is some bafflement in Tory circles this morning over from where exactly UKIP have plucked the quarter of a million pound figure for defector Arron Bank’s donations to the Conservative Party since 2005. A hungover scan of the Electoral Commission website by Guido shows only two donations of £25,000 from Banks to two Tory branches since Cameron became leader: Thornbury & Yate and Northavon, and no money to the central party. Which makes the £250,000 being punted on the news channels look a little iffy.

Leaving that aside this initial confusion while it’s investigated, what will Arron Banks’ new friends at UKIP have to say about his wife’s somewhat mysterious acquisition of the right to stay in the UK? Banks married Ekaterina Paderina in 2001, who regular readers will remember was a good chum of LibDem turbo-perve Mike Hancock:

“Miss Paderina came to Britain from Ekaterinburg in eastern Russia on a student visa in the late 1990s. In November 1998 she met and married Eric Butler a retired merchant seaman from Portsmouth, who was more than twice her age. Immigration officials were suspicious about the marriage and Miss Paderina was informed she could face deportation. But after seeking help from their local MP, Mr Hancock, Miss Paderina was allowed to stay in Britain, despite her marriage to Mr Butler allegedly lasting just three months.”

According to Paderina’s ex, Handy-cock “went out of his way to help the blonde Russian after she paid several visits to his constituency office.” Rather awkwardly for Banks, Hancock’s seat is very high up the list of UKIP targets that he’s now funding… 

UPDATE: UKIP sources are confident of the figure. They immediately point to an outstanding loan from 2007 of £75,000 from Banks’ Panacea Finance to the Thornbury association, as well as the £50,000 given in his own name. So that’s halfway there then…

LibDems Bury Hancock Resignation News at Midnight

A nice touch from LibDem spinners to announce Mike Hancock’s resignation from the party at midnight while the nation’s journalists were looking elsewhere, especially since he handed in his letter several days ago. Guido cannot imagine why they wanted to bury the news about their MP who had confessed to inappropriate sexual behaviour with a mentally ill constituent, which was then covered up by the party, and ignored by Nick Clegg‘s office. What was that about the LibDems taking a long hard look in the mirror?

LibDems Select Hancock Cover Up Ally to Fight His Seat

Nick Clegg said that the LibDems had had a long hard look in the mirror after the recent sex scandals that have plagued the party. But has anything really changed?

They’ve welcomed back handsy Lord Rennard into the party fold after he apologised for ‘inadvertently’ ‘invading the personal space’ (knickers) of female activists and party aides. Now a row is brewing over their candidate selected in Portsmouth South, the seat vacated by pervy MP Mike Hancock who apologised and settled out of court after admitting inappropriate behaviour towards a mentally ill constituent. Portsmouth Council fought tooth and nail to protect Hancock: initially dismissing the allegations and refusing to properly investigate. Hancock’s oddball ally Gerald Vernon Jackson was the council leader at the time – and will now fight to keep his seat yellow. It’s a gift to UKIP, who made huge gains on the council in May. Another target seat for Farage…

Cross Party Councillors Go After Hancock For Cover Up Costs

A cross party motion will be put before Portsmouth Council to get pervy MP Mike Hancock to cough up for the legal costs of the extensive cover up instigated by the old Liberal Democrat regime in the city, concerning his sexual harassment of a mentally ill constituent. Both the Tories and Labour are signed up to this motion that is expected to easily pass:

Seconded by Councillor John Ferrett

The City Council is concerned at the conduct of one its former members’ who has admitted to abusing his position of trust. He has admitted to harassing a resident, making repeated unwanted sexual advances and conduct that falls below the standards expected of a Parliamentarian or a member of this Council.

Over the last four years the Council has spent tens of thousands of pounds investigating this matter, both through court and legal fees and officer time – This at a time when the Council is faced with making cuts to front line services.

The Council believes that this is an unsatisfactory situation.

The Council therefore requests the Governance and Audit and Standards Committee to do the following:

1. Instruct officers to prepare a detailed breakdown of the full costs of this affair
2. To write to all members with this information
3. To write to the former member requesting that given this unnecessary burden on the taxpayers of Portsmouth that now he has admitted to these appalling actions he might chose to repay this sum and thus ease the financial burden on residents
4. To consider legal action to reclaim these costs if he refuses.

A council source tells Guido the bill could easily reach £100,000. 

Hancock Victim: “It’s Disgusting That No-One Listened to Me”

Portsmouth News have further detail of the heartbreaking pleas made by a vulnerable young woman pursued by Mike Hancock that, as revealed by Guido in the Sun in January, were ignored by the government. “Annie” sent letters, under her real name, to Nick Clegg and the other party leaders, but never received a reply. In March 2011 she wrote to Clegg:

Speaking out this morning, “Annie” says:

“It angers me. It’s disgusting that no-one listened to me all those years ago. It’s a bit too late for them to jump on the bandwagon as I have been tormented for all of these years. I’m angry that some never even bothered to reply to me. The system of dealing with people with mental health problems needs changing. It’s terrible.”

We know the letter was received by Downing Street, but still her cries for help went unanswered…

Dear Nick, ‘Please Stop’ Him ‘Before Someone Else is Abused’Tape Proves Downing Street Received Hancock Warning in ’11

The heartbreaking pleas from a vulnerable young woman to Nick Clegg have been revealed. As reported in this morning’s Sun, the Deputy Prime Minister cruelly ignored a letter from “Annie”, sent under her real name, as she begged three years ago to “please stop” MP Mike Hancock “before it is too late before someone else gets hurt and abused by him.” 

The Portsmouth South constituent, who is accusing her MP of abusing her after she went to him for help, sent Clegg this chilling warning in March 2011:

“He cannot be trusted and he is a liability to women, public and also your party. Stop the behaviour from him and his staff and whoever is involved with Mr Hancock as this is holy wrong. And please reply to this letter as it is very important to me that I get answers from you”

Nick Clegg said on Friday that he was “appalled” when he “first heard specific allegations” at the beginning of 2013 and that he had “acted immediately” to suspend Hancock as MP. He said “some letters were sent and some were not received.” This one was.

Guido can now reveal that “Annie’s” damning letter definitely reached the Deputy Prime Minister’s office in Downing Street. A secret tape recording has emerged proving that No. 10 civil servants had received the letter and told “Annie” and it would be specifically passed on to Clegg’s Political Office. Guido is not running the full tape in order to protect “Annie’s” identity, but the extract below proves the Downing Street communications office, having checked “Annie’s” postcode, were clearly aware of the content of the letter and had passed it on to Clegg’s people:

No.10: Because this is a political issue it is being passed to the political section to deal with rather than us at the communication office because we are civil servants we are not really able to comment on matters like this. So what I can do is get in touch with the Political Office and say that you have called up inquiring about your letter.

Nick Clegg’s Political Office never replied to “Annie”, ignoring her warning “before it is too late before someone else gets hurt and abused by him.” Shame on them.

Monday Morning LibDem Sex Scandal Round Up

The eternally classy Lord Rennard has threatened to go nuclear and leak “where the bodies are buried” in regard to other LibDem sex scandals. As Guido pointed out in the Sun yesterday, we’ve heard Nick Clegg’s excuses before:

“Last year it emerged that Clegg had also ignored two letters sent to him by lawyers representing men who claim they were attacked in the Sixties and Seventies by the late Liberal MP Cyril Smith. Law firm Pannone said: “We have formally written to Nick Clegg’s office on two occasions requesting the chief whips’ files on allegations of abuse at a hostel in Rochdale”. Another case of lost in the post, no doubt.”

Here are the developments in the Mike Hancock scandal this morning:

  • The Sun has revealed Hancock victim “Annie’s” heartbreaking pleas sent to Nick Clegg and the chilling warning the DPM ignored – Guido will post when it’s online.
  • Portsmouth Council LibDem Group have gone into to coalition with Indepedent Councillor Mike Hancock, despite having a majority, so he can keep his job in the council cabinet. This is a direct challenge to Clegg’s authority.
  • The most senior female LibDem on Portsmouth Council has quit in disgust.
  • Portsmouth LibDems are selecting a new candidate for 2015.
  • “Annie” is demanding to meet Nick Clegg for answers on why she was ignored for three years.

More Evidence That Clegg Knew About Hancock Emerges

The LibDems are still pretending that they knew nothing of how serious the allegations against Hancock were until Wednesday afternoon. Despite Clegg previously admitting knowing about them almost a year ago. Now Guido has got hold of a letter sent by John Ferrett, the leader of the Labour group on Portsmouth council, to Nick Clegg in April 2013, describing the “growing disbelief amongst constituents that Mike Hancock MP maintains his office and continues to enjoy the full support of his party leadership.”

Perhaps this letter got lost in the post too…

Clegg Admits He Was Told About Hancock in February 2013

On Call Clegg last November, the LibDem leader admitted that his office did receive a detailed letter from the solicitors of Hancock’s victim outlining the allegations against him. Clegg let slip that:

“We did receive a letter in February this year… you’re right, we did receive a fuller letter from the complainant in February this year and I asked the chief whip to look into it.”
