Reform’s internal report:
“The investigation has found no evidence that Mr Orr or Mr Jukes knowingly entered into or acted in furtherance of an arrangement to facilitate an impermissible donation. Both understood the polling arrangements to be lawful, for reasons this report has set out and which the investigation considers were sound.
Both understood that any donation would be subject to the party’s checks. Where Mr Orr doubted whether a proposal was lawful, he stopped. Where Mr Jukes spoke beyond his knowledge, he was wrong to do so and this report says so. Neither did anything that constitutes a breach of the law.“
