Bridget Phillipson this morning blamed journalists for the high figure:
“As I understand it that included a number of individuals including those who were attending to report on the on the conference, on the events that were taking place.”
The vast majority – 354 – of the delegation was government officials and ministers. The remaining 116 were representatives from overseas territories and dependencies, as well as a few journalists.
