It was Guido, not the Conservative party, who made the original formal complaint to the Charity Commission on January 30, 2007. He called for an investigation under Section 8 of the Charities Act 1993.It was reported here in this broadcast at the time. Guido is the unofficial opposition, the Conservatives are the official opposition. BBC reporters please take note.
