            The rules say that the badge owner must be using the vehicle. It is technically misuse for the badge holder to wait in a designated bay or in a restricted area whilst someone else does their bidding. eg shopping or canvassing.
            Private carparks with disabled bays are not subject to the normal rules.

    If so, what is the problem with the parking, other than having ‘disabled’ written in large letters in front of a campaign bus is perhaps not the best image to project ?

    I’m not convinced that’s the same van. Why would someone take the first photo and publish it of they knew full well it was legally parked and then conveniently publish the second picture some time after the first? The van is parked outside and should have reflections on the windows from the surrounding shops and sky – none of that, it looks to be under cover and there’s no surrounding area to show where it is. Also, it may be the graininess of the photo but I can’t see the prominent phone number on the bonnet of the 2nd pic on the 1st…. I reckon it’s set up damage limitation.
