    The only country in the world to have reduced its CO2 emissions is the US. This is not because of policy but the cheapness of fracking gas which is leading to its use in more and more applications (latest is trucking with conversion to gas as fuel.)
    In spite of this world CO2 levels are remorselessly increasing http://www.esrl.noaa.gov/gmd/ccgg/trends/ with no indication of any human intervention.
    The last time CO2 levels were 400ppm the temperature was 8 degrees C warmer than today, but it takes centuries to warm the planet up due its thermal mass.
    We should not expect politicians to achieve anything meaningful as it requires action on a world basis and China alone is building a new coal fired power station about every week. EU rules cannot affect this.

      Warming air does not take a long time. Try living in the desert at 2000m; 54C at midday and drops to below 30c at midnight. Where there is high humidity , then temp drop is not so great. Remember specific heat capacity of water much greater than nitogen, oxygen, carbon dioxide and methane.

      Carbon dioxide levels have been in the 1000s ppm- plants rather like it. CO2 has been above 400pm during ice ages.
