Has Andrew Mitchell Gone Native at DfID?

Andrew Mitchell was David Davis’ leadership campaign manager, a gut right-winger he was grateful to survive in the shadow cabinet when the Cameroons took over.

Of late he has tried to get with the new normal, filming tear-jerker videos of himself in disaster zones, giving touchy feely speeches that would bring a warm feeling to Steve Hilton.

All very well but the world’s poor would benefit from the ex-banker bringing them a little capitalist prosperity. At DfID he has a Herculean task clearing out the right-on stables.

On the evidence of this poster for a seminar in his office, DfID is still run along the lines of a student union staffed by wild-eyed kids back from their gap year. Guido doesn’t think the mitigation of the effects of the climate is a wimmins issue, nor is it gender-sensitive. Rains, floods and drought don’t care if you are a boy or girl.

          Try ploughing land on anything more than a gentle slope, and you’ll soon find out what ‘subsidence farming’ can result in.

          Not long ago, the general destruction of dairy farming in this country led many farmers in the Wye valley to plough sloping land long used for pasture in order to grow potatoes – best way they could see to make a living. Soil runoff was so bad that the river ran red for many months.

          The underlying cause of this was the incessant drive for ‘cheap food’. Not sure that we’ve really learned the lessons yet.

      That is a broad generalisation that men are not working. In some cultures women do a lot of the agriculture – particularly in Africa, but in many parts of the developing world the lions share of agriculture is being done by men – China, Indonesia to name but two with a combined population of some 1.5 billion.

      What happened to the ice age which I was told at school in the ’70s would be hitting us? Have you seen where many of the ‘official’ temperature sensors are positioned? In asphalt parking areas where the asphalt acts as a huge heat sink, on airport grass areas where they are regularly blasted with aviation exhausts and under air conditioning outflows to name a few.

      Humanity is great at adapting, which probably explains why we’re still around. Somebody is making a heck of lot of dosh with creating an unfounded climate of fear where hyperbole, taxation through the nose and wearing of coloured bracelets on the wrist seem to be the answer to a question which doesn’t even exit.

        All the minimum wage did around here, was massively drop wages. Jobs at £7 – £12 an hour (such as lorry driving for example) went down to £4 and small change or whatever it was.

But the posters proudly displayed around the place and in the Durbar Court certainly confirmed that the institution is fully signed up to the sort of stuff Guido has unearthed. I think a lot of this kind of ‘mission’ is a waste of taxpayers’ money and I can’t understand why the Coalition don’t put a stop to it (perhaps it’s down to the Liberals)

    Five years ago in Kabul I tried to discuss with Dfid about their lack of actions toward obvious government corruption, but they refused to discuss this with me. USAID did listen but shrugged in that non-usa Gallic manner and stated “we are doing our best”.

      Cass, I agree entirely with your assessment – and, in another incarnation, I worked closely with the diddymen as they were known. For the simplest project – say providing a well in a remote village – it takes months from the first proposal of visits, reports, consultants’ views, environment assessment bollocks, “expert input”, decisions on who will supply the equipment, who will maintain it, who will be responsible for obtaining spares etc on and on ad infinitum. After ploughing through a 20 page report, several months later, the final line is usually The Project should be approved. From the outside, it was blatantly obvious to everyone that the village which had no clean drinking water needed a well, so why not just get on and do it? Millions could be saved by cutting all the extraneous bull++++ and a**e covering indulged in by those highly paid civil servants justifying their own existence. Just give the cash to Save the Children, ActionAid etc and let them get on with it.

    At some time in the distant past the notion of ‘zero-based budgeting’ (ZBB) enjoyed a brief vogue.

    The idea was that organisations conspire to stifle innovation by assuming that the budget for next year would resemble this year’s with a few modifications to take account of known changes to the business environment.

    Instead, we were encouraged to assume nothing and rebuild the organisation from the ground up. For obvious reasons, it did not catch on in business.

    However there is a glaring case for its adoption in the case of overseas aid. To my mind we should start by assuming we give no aid at all. Then we look at the case put forward by each country in turn and put it through these tests:-

    - Do they have enormous income that mysteriously disappears (see Nigeria and oil)?

    - Do they go in for vanity projects (see S Africa and the World Cup)?

    - Are they spending hugely on acquiring overseas assets (see China)?

    - Do they have their own overseas aid programme (see India)?

    - Have they spent money on nukes (see several of the above)?

    - Do their ministers retire with riches (see every socialistic dictator worldwide, but especially Africa)?

    That rough sift should take one person a morning and reduce the aid budget by 90+%. What’s left should take three people to administer.

    Think of the savings!

It is hardly controversial that climate change affects developing countries most, in many cases leading to loss of income, food, land and general economic hardship, the brunt of which is disproportionately borne by women and girls.
