Having listened to the man in Parliament often, I would doubt he is capable or anything articulate.

Good Old Dennis, the red-pullovered incorruptible. One of the few who has never troughed. He deserves a lot of respect for that, even if his politics are as antedeluvian as his attire.

He is an unpleasant pliece of work perhaps a few minor pecadilloes and revolting communistic leanings but I doubt if he has ever indulged in troughing.
Dennis Skinner might not have ever sent an email, but he certainly reads them.
In raising concerns over the new expenses system, he claimed to have received an email intended for another MP.
His profile on the Parliament website quotes an email address for him.
If he has never sent an email in his life, has few if any staff working for him, how does he reply to his constituents?
