A Statement From Lord Ashcroft
I am making this statement in advance of the release by the Cabinet Office of limited information about the award of my peerage and of the undertakings I gave at the time.
While I value my privacy, I do not want my affairs to distract from the general election campaign. I have therefore decided to release a copy of the letter which I wrote to William Hague, and to expand on what actually happened.
As the letter shows, the undertakings I gave were confirmed in a memorandum to William Hague dated 23rd March 2000. These were to “take up permanent residence in the UK again” by the end of that year. The other commitment in the memorandum was to resign as Belize’s permanent representative to the UN, which I did a week later.
In subsequent dialogue with the Government, it was officially confirmed that the interpretation in the first undertaking of the words “permanent residence” was to be that of “a long term resident” of the UK. I agreed to this and finally took up my seat in the House of Lords in October 2000. Throughout the last ten years, I have been declaring all my UK income to HM Revenue.My precise tax status therefore is that of a “non-dom”. Two of Labour’s biggest donors – Lord Paul (recently made a privy councillor by the Prime Minister) and Sir Ronald Cohen, both long-term residents of the UK, are also “non-doms”.
As for the future, while the non-dom status will continue for many people in business or public life, David Cameron has said that anyone sitting in the legislature – Lords or Commons – must be treated as resident and domiciled in the UK for tax purposes. I agree with this change and expect to be sitting in the House of Lords for many years to come.
Ashcroft has forgotten about Lakshmi Mittal, another non-dom who, like Sir Ronnie (pictured) and Lord Paul, is inclined to bung Labour a couple of million when the feeling takes him. Guido has argued that Ashcroft should come clean for years…

I object to the use of the term Non-Dom as applied to the dear Lord Ashcroft. Surely as a Conservative the term should be ‘Con-Dom’.

You are right – Labour are at it as much as anyone, but there is one key difference. The Labour non-doms have not sought to hide their tax status for 10 years, avoiding any and every question which may have shed light. The question for DC is whether the shadow cast over the party is worth the millions donated. If the answer is no, then why did he not act years ago? If the answer is yes, then why should I vote for a man with such low ethical standards? DC is between a rock and a hard place. The British public recognise dodgy behaviour when they see it. He should be grateful that noone in their right mind would vote Labour.
labour non-doms have not been targetted with questions on their status whilst ashcroft has been a permanent target. Having said that, none of them should be part of our legislature but, just like the expenses scandal, this illustrates that there is not a tad of difference between the major parties. To Toryboys here, the difference between ashcroft and the labour donors is a simple one, they are not central to policy (or masterminding an election), they have in most cases got substantive business interests paying tax in the uk, lord ashcroft on the other hand is registered in belize.
People (GUIDO INCLUDED) can scaremonger about a hung-parliament all they like, I think it’s very unlikely to be one, I think it’s actually looking more and more certain to be a Labour victory with a reduced majority.
And the reason I say this is not just polling, it’s just popular opinion, even amongst tories I know very few people who have anything much to say about Cameron, he’s a completely typical public-school, trust-fund, ex-cokehead nothing-person, he is completely devoid of ideas, has a desire for power but no particular tangible idea as to why, I know people get accused of being trolls when they say this but I very genuinely was unsure of whom to vote for this election until very recently, I suspect I am not the only person this applies to and also presume this is why polling is putting strain on Cameron.

Not that I’d be liable for that anyway.

He has admitted he is a non-dom. His peerage was offered on the condition that he would become a permanent resident in the UK. He has not done so yet he has been made a lord. Therefore he made a promise in order to gain a peerage that he has not honoured. His attempt to get himself off the hook by the use of semantics is unbecoming of a peer of the Realm. Ashcroft’s greed and dishonesty reflects very poorly upon the Conservative party and the House of Lords.
Ashcroft’s deceit should lead to him being stripped of his peerage for it is clearly inappopriate for a liar and tax evader, whatever their political allegiance, to sit in the Lords.

Having just completed a quick survey,with the help of Zoopla,….it appears that there are somewhere between 200,000 and 250,000 properties in the UK that are currently worth more than 1 million pounds.
Now…doesn’t that mean that all those people who own such properties would NOT benefit an increase in IHT thresholds?
Similarly,anyone owning properties between the current threshold and the Tories proposed one WOULD benefit (well..their heirs) from such a policy?
In my simple mind,I would’ve thought that the numbers benefitting would be far higher than those who are not?
Unless,of course,Labour are suggesting that the number of properties worth below £1 million are only approx 1 percent of those worth more???

I am having a word with my local Trading Standards already. For months the Liebores have been banging on about tory tax breaks for “millionaires” and each time I have written to them to apply. No one ever responds. I think it’s a con; we should be told.
Well, it’s possible that they are just lying about the figures of course.
But if they’re not, then I guess it’s because they’re talking about some limited time frame (per year?) and they don’t expect all 200,000 £1M property owners to die in that time frame.
Or another possibility is that they know just how bad the recession is and what it’s going to do to the housing market once the rest of us have figured it out, and that soon only 3000 of those properties will still be worth over £3000.
Or maybe that all but 3000 of those living in those £1M homes will have to remortgage them to pay for their care once they get old.
But I still think just lying about the figures is the most likely option.
The lie will be that while there are 250,000 properties valued at over one million quid plus (say) another quarter million people with assets worth over one million quid only (say) 300,000 people in the UK are members of the Tory party. Ergo, on average it affects only 3,000 Tory members. Therefore Brown can use the lie to suggest it affects only 3,000 of Cameron’s mates while ignoring the other half million who would be affected.

With dual-nationality, an individual is expressing disloyalty to both nations and has the facility to abuse both nationalities at will or for personal advantage.

For tax purposes, the terms “resident” and “domiciled” mean different things.
Failing to pay tax on UK income would be tax evasion. So far as we know, Ashcroft hasn’t evaded tax on UK income, so he’s done nothing wrong.
The tax issue is one thing- but, its a bit wierd that in being a non-dom he has to say to the inland revenue “I’m not really living in the UK, its just temporary” etc.
That sounds a bit worse than failing Tebbit’s cricket test.

Well it may suprise most Labour voters to realise that the Blair Government specifically passed a law allowing Foreigners to fund political parties in the UK
This was done so as not to be seen to penalise Sinn Fein who derive most of their income from the Irish Republic the US and the old commonwealth countries. So the fact is that people who by definition specifically reject British Nationality , have never lived in Britain and who do not pay UK Tax are quite explicity allowed to fund political parties in the UK. The legislation does notr mention Sinn Fein by name. So there you have it. I dont mention this just to damm it. Within the context of the Peace Process it makes perfect sense. But it also goes to show what a hypocrital bunch of W*****s the Labour Government is to try and make political capital out of lord Ashcroft.

The markets dont like UNCERTAINTY
Hung Parliaments create uncertainty – For anyone to claim that the markets are praying for a specifically Tory victory is utter bullshit, a hung parliament is damaging because it makes legislature harder to pass, in this country it potentially increases the influence of the lib-dems, it makes bail outs harder to handle.
The idea that the markets are rejoicing at having Cameron at the helm (the guy whose actions would have left a substantive part of the uk banking industry to implode) is completely wrong, they simply don’t like the prospect of uncertainty, electoral or otherwise.
MARKETS THRIVE ON STABILITY, no one (myself included) wants a hung-parliament and the very real risks it poses to the country and the economy. As to whom you vote for, I couldn’t give a fuck, just don’t misrepresent fear of a hung-parliament as a natural banking-affinity for Cameron/Osbone, who are certainly not held in high acclaim by many in the city, especially those who realise what the true ramifications of letting uk banks fail would be to this country.
And in any fucking case, has the market got things largely correct in the last 3 years??

There are three possible tax situations, all legal as long as you declare clearly to HMRC which one you are working by:
Resident and Domiciled – pay UK tax on all income (so that’s most of us).
Resident but Non-Domiciled – pay UK tax on Uk income, and overseas tax on overseas income (that’s Ashcroft, P*ul, Coh*n, etc).
Non-Resident and Non-Domiciled (pay your taxes overseas).
It’s quite legal to make donations to UK political parties whatever your tax status. Currently, it’s legal to be actively involved in UK politics whatever your tax status, though the Tories have said that they’ll change that.
None of the ‘Non-Doms’ have done anything wrong in law.
What the heck are Labour on about in attacking Ashcroft? Their own non-dom donors are in exactly the same boat.
Labour ought to back off – the more this is discussed, the more likely it appears that they will shoot themselves in the foot – again.
