but that does give me a good idea: if the independent candidates wrote a modest, local issue based manifesto and agreed to make it legally binding then that would be far superior state of affairs than the main parties non legal documents.
then the independents would be legally accountable to do their best to achieve the manifesto aims.
the candidate would have to have a blog outlinging their progress and their voting and attendance records and any other pertinant information regarding their performance.
that would improve our democracy.
