This is a message to the person who is reported in yesterday’s Times as having the unredacted MP’s expenses scans on disk. Guido completely understands that you would like to make a profit for risking your neck. If however that is proving difficult, make contact with Guido via secure Hushmail. In this context Guido has no qualms about handling stolen goods.
The public interest defence is an absolute protection and well established in law. Guido can ensure that those scans are online and out of the reach of the British legal system within 24 hours. The sooner those receipts are in the sunlight, the better. Don’t let the parasitical political class paint you out as a venal thief – those receipts belong in the public domain, the public paid for them you can show us where the money went. Your action will be heroic.

Serious point Guido, a treasury minister once wrote me a letter explaining that information was not property within the meaning of the theft act (I wrote to her about the Lichtenstein disks story some years ago) and therefore it could not be stolen, hence HM Government could buy the disks and not be in receipt of stolen goods. (The fact that the disks themselves were property was ignored!) By such logic you are covered ~ If Jane Jennedy as Financial Secretary to the Treasury was to be believed anyway

Absolutely correct. ‘Property’ includes intangible property but not confidential information (Oxford v Moss 1978). That was a case where a student took an exam paper, looked at it and then put it back. There was no intention to permanently deprive so they weren’t guilty. They hadn’t stolen the contents of the paper as that wasn’t property. But I wouldn’t go so far as to say you’re covered, they’re slippery bastards.

a) the government hurries up and gets its version out.
b) how much embarrasing stuff they blank out.

The late Julian Critchley MP lived in a house near Little Boltons, Off Fulham Road. I lived in another house nearby. It was the time when cordless phones were just coming in late 70’s and if you switched off your base station you’d pick up a signal from any other phone on the same wavelength. The ’staff’ have to be approved and have the equivalent qualifications of a civil servant of the same grade.
