The most interesting thing he tapped in on is that others are also breaking the rules. The Brown connection makes this more lucrative to focus on but if the C Commission were to look at how many of these lobby tanks organise events which bring their funders together with the relevant MPs then maybe they will conclude that public funding is needed for these (very political) organisations as well.
